IRCC has officially confirmed that under the International Mobility Program (IMP), the government aims to grant 170,000 new admissions annually from 2026 to 2028.
Among current policies, only the ‘TR-to-PR’ Open Work Permit public policy is scheduled to expire in December 2026. The news that other major Work Permit programs will continue without interruption is a huge relief for our community. Ontario PR (OINP): It’s Not Just the Score, Your Job Matters!

The Ontario Immigrant Nominee Program (OINP) has clearly defined its policy for 2026. Moving forward, “General Draws” based solely on the CRS score will be rare. Instead, priority will be given to professions most needed by the Canadian labor market.
In the OINP draws held in early February, the highest number of invitations went to those in Healthcare and Teaching (Early Childhood Educators). While healthcare professionals with a score as low as 33 received PR nominations, the score for the IT sector remained high at 69. The signal is clear: the type of work you do and where you work in Canada will now determine your PR success.

The trend of looking for work only in major cities like Toronto will no longer be beneficial. Roles such as Accounting, IT Support, Manufacturing, and Nursing Assistants stand a higher chance of securing PR quickly if they are based in regional sectors.
However, there is a critical update for those in the Caregiver sector. Due to a high volume of existing applications, the IRCC has announced that the Home Child Care Provider and Home Support Worker pilot programs will not accept new applications in 2026.
